How do you catch palkia with out having water fall?

You are going the wrong way. You don't get waterfall until you beat the 8 gym. There is another route that only requires you to use: rock climb, strength, rock smash.

you can only get palkia in pearl, and you cant get waterfall until after you encounter palkia
