Hydrogen chloride, otherwise known as hydrochloric acid, dissolves freely in water.

The water molecules has a positive end (the two H atoms) and a negative end (the O atom) Likewise, the H end of hydrochloric acid is positive and the Cl end is negative. The negative ends of water molecules surround the H+ ion and draw it away. The positive ends of other water molecules surround the Cl- ion and draw it away. Thus HCl is dissolved.

and hydrogen chloride must be liquid so its an acid

You must have HCL, H2O and a chemistry teacher present.
You could get badly burned.
