You need special tools to do this. The web site has the stuff you will need. It comes with an instruction booklet. You will also need to get the stuffing balloons and a product called Hi Float. This product must be sprayed inside the balloon to prevent it from clouding over. I believe you can find the Hi Float in Party City, if not do a web search. The item I'm talking about is called Pump-a-Present Deluxe Kit. You'll find it in the Balloonery section of the site below. The balloons are also there.

You need a balloon that has a wide opening and is very flexible, a bear that will fit through the opening when stretched. Once you have the bear inside the balloon can then be inflated and the opening secured. You can find places that do this like gift shops or florists.

well you can always take it to the flower shop theyll do it for you.. or otherwise you have to have a couple of people stretch the balloon tops as far as they can while you push the bear inside...I did a bunch of party favor balloons for my kids bday party with toys and candy in them.. took a long time and alot of work but was a really great hit...
