There's a little wire coming out of the ground at the bottom edge of the outer wall of my house. I have no idea what it is. It's tied off at the end with a little bag.

I have two of these things and have no clue what they are.

More specifically: is it safe for me to remove them?

Now this is just a guess but you have on this same wall of your house on the outside is your electric metter?
If i am correct then this is an old electrical line that was never remove for some reason or another. If i were you i would get an inexpensive electrical tester. They have ones that you hold next to the wire and it beeps when theres power. That could be why they have a bag wrapped around the one leg. That leg is called a HOT wire. Means there is power to it. If it does then you need to call a licenced electrician to have it removed or if you know enough about electricity, find what circuit braker it is hooked up to, shut it off, and trace the wire to where you think it may come out of the house.

Looks like Coaxial cable. Take the bag off the end and see whats inside. If it has cable Female adapters cut it off at ground level. Same goes for phone wire, Whatever it is, it terminates there so cutting it won't matter. I seriously dont think it is a hot electrical wire. When you are done throw the bag on the neighbors lawn. Looks like a old feeder to something the white spot looks like white tape which means that wire is a neutral the other with the bag is prob the hot wire and it still could be hot you can get a voltage tester and test the ends of it or each wire to ground if you are not sure call a electrician those wires if they are 'hot' can knock you for a hell of a loop be CAREFULL

Looks to me like old tv cable or sat wire. Inside the bag you will probably find a splitter box or some other kind of junction box. If that's what it is before you cut it off consider if you already have cable or may want it in the future as you may have to pay to have it re-installed in the future.

Phone or television cable that has been bagged to reduce water invasion. You can leave it alone for the future. In the nonce, tie it up in a neater circle and hide it behind a flower pot.

Hi there. It looks to me like either a main cable wire or a main phone wire. I would call both companies and have them have a look at it and fix it if it's theirs.
