As far as I know, none will rent to someone under 21 unless the state they're in requires that they do.
Most prefer you be over the age of 24 or 25 (depends on the company). Those that WILL rent to people under 24 will charge you more if you're under 24. And if they'll rent to you under 21, they'll charge even more. (Avis lists their surcharges as 25 and 110 dollars per day respectively)
There are exceptions if you are in the military.

Most companies don't rent to persons under the age of twenty-five (although there MAY be some exceptions!).

rental companies will want you to be 25. Call around to all the rentals and see if they will go lower on age. Keep searching, you'll find someone to rent to you, it just may cost you more money.

Mostly its 25, although you can be a co-renter if you are over 21. At least that is how it is here in California.
