My first thought was to say Barliman Butterburr, the fumbling publican of the Prancing Pony in Bree; good natured, not very bright, and a man who never really seems to have a firm grasp of any situation.

Next, my thought fell on Tom Bombadill. Tom was a shrewd fellow, but even Gandalf said that leaving the Ring in his keeping would be disastrous, as he would leave it laying around somewhere and eventually loose it. But old Tom had immense power...and George W. controls the world's largest nuclear arsenal and most formidable military.

So, I would say that our President can best be described as a combination of these two characters...with a nasty dose of Sauron thrown in for good measure.

he's no longer any of them, for sure. Tolkien wrote LOTR long earlier W. Ditto for Obama and Clinton. The characters are an amalgam of Norse/Germanic mythic creatures and the ecu front of WWII. the greater effective question to ask is which LOTR character do you think of Stalin is? Churchill? Roosevelt? (i think of Saruman may well be Stalin - looks like an best chum yet is definitely evil.)

Because Saruman was a Maiar whose purpose was to serve men but was corrupted by sauron and his own greed for power.

Saruman, without a doubt. Full of ego, not as good at waging war as he thought he was, and disgraced in the end.

EDIT: Oooo that's good Jung - Grima Wormtongue, but I think he fits Cheney better.

I don't remember a character in Lord of the Rings that would fit him. It would have to be a character that everyone blamed for all of their problems.
