Only the pokemon that you have seen in the pokedex will appear on the GTS. Those other Legendaries could be found in Events, Emerald, or Cheating Devices. If you are able to find them, they will appear ALLOT! People mostly want Palkia.

You can only look for pokemon you have seen on the wild/battling trainers. That means pokemons on your pokedex.
Battling over wifi/union rooms/checking out other pokemons do not count towards the pokedex.

they have to be on ur pokedex first. so u have to trade them with a friend or ur screwed.
