im in the 10th grade is it too late to raise up my grades from b's and c's to straight a's? or am i doomed for life and universities will not accept me because of my 2.6 gpa this year?

.Doomed? That's up to you.
You can get into some universitis with a 2.6GPA. . Getting out is the question. If you have good study habits, motivation and discipline, you can make it through. if you don't you'll be leaving by the back door in the middle of the night.
Being a college grad is something special. Does it mean enough for you to want it. Your call.

Universities will accept anyone if you throw money their way. Go to a 2 yr. college first and then transfer to a university.It's your grades in college that matter not so much your high school grades. Dont get me wrong you NEED to learn as much as you can now so you dont have to repeat what you should be learning now.

You better change that mindset and kickbutt. College will kick you all over if you are not prepared mentally and academically.

I walked the same path. Failed college twice before changing my attitude after the service.
Graduated with honors.
