With rising as prices making motorists use less gas and the sell of more and more hybrids, use of gas per person will eventually go down enough for the taxes received from gas sales to not be sufficient for the DOT to maintain the road systems. DOT has already been lobbying Congress.
How long before the gas tax goes up because the DOT needs more money?
