No, you aren't obligated to take it. You can just call back and say you won't be able to accept their offer after all. Believe me, it happens a lot more than you think and the company really doesn't want to waste their time and money training someone who is planning to leave before they even start the position. This way, they can call their #2 choice, who hopefully really does want the job.

No, I would just let them know right away that you were given other opportunities at the same time, that you need some time to think about it. Or tell them you weren't aware of some of the responsibilities and don't know if that is what to take on or that not the direction you want to take now that you have been informed about the job.
