Thought the hub was bad in the prop and changed it, this did not help. So I Changed to a new prop and lower unit still slips above 2500rpm. Can't figure it out. However, if I have the boat on the trailer in the water I can open the throttle wide open and there is no slipping in the lower unit or prop. I am totally confussed.

Cavitation what does the water in the wake look like, white and boiling or swirl and prop marks with a large hump about 15 foot aft. Your prop profile and depth really makes a difference as does the angle of the motor tilt? Get a professional out to the lake or marinia operator to ride along. It is not rocket science. Every one races each other on open water 115 Hp should top 45 miles an hour easy depending on weight and beam of the craft.
