You don't get a swarm, they happen naturally. Talk to Lucas/Dawn sister and she will tell you there is an outbreak of pokemon species in a certain area. The swarm will change every day so keep checking for that pokemon.

Swarm is an ability that bug-type pokemon may have i think when their hp is low in battle it raises the power of their bug-type attacks. also it should allow you to see more bug pokemon is you have a pokemon that knows it in the first slot
