Is there a specific credit card that you can get that is only used in conjunction with PayPal accounts?

If there is, would anyone with a PayPal account be eligible to get one regardless of geographical location?

Yes, there is a specific credit card for PayPal and yes, it scares me. I would not want to get one because their idea of keeping members safe from fraud is laughable. My own credit card company insisted that I close my account to prevent a potential fraudulent sale off of E-bay (E-bay sent the fraud alert e-mail). PayPal told me that I shouldn't have deactivated my credit card because PayPal had no proof of fraud and I could be in trouble. Hmm strange that E-bay owns PayPal and they don't talk to each other. Stranger still that my credit card company freaked out.

Yes, but it is more like a check card for your paypal account, instead of your bank account.
