What we call evil is typically a base instinct that is taken too far. The need to have "things" in order to survive turns into greed and theft. The need to procreate and maintain a family turns into sexual crimes. The need for rest becomes sloth. The need to eat becomes overeating.
Some of these are more physical than others, but they all seem to be an instinct that has gone awry.

I reckon there are those who are born bad and are bad, regardless of circumstances, just as I believe some are born good and are good, regardless of circumstances.
Most of us are on a sliding scale somewhere in between those two extremes.
Also, most of us could be given a particular set of circumstances where we will turn into animal.
Insanity isn’t evil, but all evil is insane. (Dean Koontz)
With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion. (Steven Weinberg)
Men never do evil so completely and cheerfully as when they do it from a religious conviction. (Blaise Pascal)
The path of the righteous man is beset on all sides by the inequities of the selfish and the tyranny of evil men. Blessed is he who, in the name of charity and good will, shepherds the weak through the valley of the darkness. For he is truly his brother's keeper and the finder of lost children. And I will strike down upon thee with great vengeance and furious anger those who attempt to poison and destroy my brothers. And you will know I am the Lord when I lay my vengeance upon you. (Ezekiel 25:17 – or, if you prefer, Samuel L Jackson in Pulp Fiction)

Studies on identical twins show that even when separated at birth they lead amazingly alike lives.
So yes, genetics does play a part.
But people can be trained to resist base temptations. But people who believe no higher power exist other then the power of their muscles or the gun in their hands will not be swayed by logic.
As our world becomes increasingly immoral and people's belief systems are determined by each person's whims and needs, we will become an increasingly ruder society.

The environment you are raised in results in your outcome as a person. I don't think that some are destructive and others are not by nature its just how you were raised.

I do believe that there is evil in the world and that some people are just "born bad". Sometimes, it's the life they've led. Some folks never got a break. (Look at the children in Iraq & Afganistan)

ok evil is just something someone else can do and you could not, for instance do you think you could do what hitler did? of coarse not not many could but he did and not only that but he thought it was a good thing, he thought he was helping the german people by doing what he did so in essence he was doing good in his own mind anyway. another one is this whole black & white thing, take martin luther king jr, rosa parks they made huge leaps in racial equality but you ask one of those white power goons that, i'll bet you'll get one big resounding nuh uh 'cause they think that white folks should be on top. personally i think this whole good evil thing is subjective at best

Evil is caused by people giving into their dark tendencies rather than ignore them and try to do good things

I think that everyone is inherently good. I think that everyone has the potential to do good things AND bad things. I don't believe that some people are meant to be good while others aren't. I feel that your environment has a LOT to do with the kind of morals you have.
