ICBMs are sub-orbital. About 23,900 fps or Mach 23 tops.

An ICBM has a speed nearly equal to that of a de-orbiting satellite, which is Mach 25 at the top of the atmosphere.

Around mach 23 or 24, depending on the trajectory and desired angular spread (for a MIRV).
