omg! im the same exact way! blue eyes w/ brown hair is normal, i see it all the time. I usually look the best in red or dark blue. I like the color green my eyes turn when i wear gray, but it washes me out.

BTW, blue eyes w/ brown hair is a little unusual. It's a pretty combination - a sheer red lip color would look great on you. Revlon Super Lustrous Lip Gloss in Cherries in the Glow = an easy to wear, neutral red.

any shade of blue looks amazing on people with dark hair, and your blue eyes will only bring that out even more. you could really do any shade of blue you want, because as you said, your eye color changes with what you wear (which is REALLY cool.) It's really cool when people's eyes are the same color as what they're wearing, so you could exercise that in many situations with many different shades of blue.

Blue. It would make your eyes stand out more than ever! I have the same features! :) And instead of your eyes trying to contrast with for example a green shirt, since its more blue than anything, blue would be best! :) I'd go for the shade of blue that is around your eye color...but any blue would work! :) GOOD LUCK!

since you say your skin is darker right now,
low-key, pastel colors would flatter your skin color the most,
wearing bright colors draws attention away from the rest of you ,
and in some cases makes your body look slightly out of porportion .
since you're eyes are blue ,
colors like baby blue , light pink , white , off white etc.
are best .
make sure that you pick colors that flatter your eyes and skin tone the most and make them pop .

Try gold, oranges, and blues. Reds, greens, and maybe even purples. Don't go too light or dark with the colors (no pastels with dark hair)

You sound like a 'cool'.
COOL colors - white, pink, cherry red, coral, lemon, mint, jade, hunter green, baby, royal, navy blue, lavender, eggplant, gray, black, and silver jewelry.
WARM colors - ivory, tomato red, peach, orange, rust, golden yellow, lime, kelly, olive green, aqua, turquoise, teal, bright purple, caramel, chocolate brown, gold jewelry.
Pick the group of colors that flatter you most, and choose clothes and makeup shades from them.
If you are a cool - wear eye shadows in cool colors that contrast with your blue eyes - mint, jade, hunter, lavender, eggplant, grays, and silver: as well as 'your' color blues that contrast -
if you have light blue eyes, wear navy blue; if you have dark blue eyes, wear baby blue.
for lips/cheeks - wear pinks, berries, plums, wines.
mascara for day would be your hair color or a bit darker, with deeper or brighter for evening.
foundation/powder should match you skin tone.
If you are a warm - wear eyeshadow/liners in warm colors that contrast with your blue eyes: lime, kelly, olive, bright purple, browns, and gold, as well as 'your' blues in colors that contrast with your eyes such as aqua, turquoise,or teal.
for lips/cheeks - wear peach, tomato, rust, caramel
