The Bush administration conned our troops into believing they were fighting for a justifiable cause, when - in truth- this war, from Day One, has been about OIL and WAR PROFITEERING. No plans to bring democracy to Iraq; no plans to eradicate 'weapons of mass destruction'; no plans to bring peace to the Middle East.
Only plans to 'get even' with Hussein for humiliating George H.W. Bush during Desert Storm, and to suck every drop of OIL from Iraq's sands. -RKO- 06/15/07

Exploit is the wrong word. That means using them for self-gain. Mis-using them, abusing them, ignoring them. Those are the things you mean.
As to care for soldiers, this is not just a Bush issue. Our government has been mis-treating soldiers for decades - both Republican and Democrat. Their pay is bad, their benefits are bad, their medical treatment is bad.
Blame all of government, not just Bush. Congress could pass any law they want to help our soldiers. They haven't passed a single one.
