matter competency exams (i.e. CBEST and CSET and RICA and CLAD in CA), including algebra and foreign languages, to be allowed to work with such students?

No,the teachers should not be required to take courses such as algebra and foreign languages. It is pointless.

These teachers should, however; take courses in psychology, child psychology, CPR (for the students that might have heart conditions), American sign language, Basile (for the students who might be sight impaired), sociology, a technology course (many severely disabled students require specialized techology; such a motorized wheelchairs, computerized microphones; to live and if something was to go wrong with this very important peice of techology the teachers will know how to handle the problem), and most important is a course in minority relations (a course that focuses specifically on the disabled and no other group).

i am there with you on the craziness of getting credentialed in calif. the tests are not too hard to pass though. actually, any person graduating from high school should be able to pass the cbest and the cset, however the rica is another story, that is a specialized test and every teacher, elementary and or special education, should have to take this as they must know how to teach reading to all children.

having said all of that, the rigors of getting a teaching credential in calif are nuts! by the time you get a clear credential in special education, you may as well have phd after your name and thats the damn truth! sigh...
i never had to take language and algebra exams.

i have taken all the above guy has stated and then some!
