If so, are they permanent? I need a new processor for my laptop cause it is really bugging me how slow it is.

Well some do and some don't. Laptops often come with the Mobile versions which run with reduced heat and power consumption. Other laptops simply use the regular processors. It basically all depends on the laptop manufacturer. Most of the major ones are using the lower power mobile processors for longer battery life these days.

Most laptops use special "mobile" versions of their big brother counter-parts. They are designed to use less power, since a laptop runs off a battery. There are a few laptops that use regular desktop PC CPUs. Sadly though, 98% of the time, the CPU in a laptop (mobile or otherwise) is soldered directly to the motherboard so it is not removable / changable.
