Opel is part of the worldwide General Motors group. Along with Vauxhall, the brand used in the UK it produces cars mainly for the european market. They use standard GM components and floorplans where possible. Some Opel cars have been sold in North America .. the Saturn Aura is related to the Opel/Vauxhall Vectra, Saturn Astra is the same as the Opel/Vauxhall Astra etc... They are mainly made in Germany as opels, Vauxhall in some other parts of Europe, and as Holdens in Australia. I know Holdens dont come from Germany, some of them are made in Australia and some from other countries such as Japan ( eg; Holden Barina)

It depends on the Model, Version, and where it is sold.

Opel and Vauxhall cars for the European markets are built by GM Europe, at plants in Germany, the UK, Belgium, Spain and Poland, while the van plant (it built the Combo) in Portugal closed last year.

The Vivaro vans are built by Vauxhall in Luton, England, or by Nissan in Spain. The Movano vans are built by Renault in Batilly in France.
