Fog is caused by partly condensed water vapour rising from the land or stretches of water.
Warm weather the day before has heated land and water surfaces and caused evaporation.
Overnight (or during the day), when the ambient temperature falls to a certain point, the rising water vapour cools and forms a mist of condensing water vapour that hangs around close to sea level due to the increase in air density as it cools and falls. Some of the mist completely condenses on cooler surfaces and forms the DEW that is seen in the mornings).
(This is the opposite of rising air due to heating and decrease in density).

Fog is just cloud next to the ground. There are different type and they are categorized by how they are formed. Radiation, or ground fog is form when the ground radiates away enough heat at night for the air above it to drop below it dew point. Advection fog forms when wind pushes warm humid air inland in the winter over land that cold and cools the air to below its dew point. Upslope fog forms when wind blows humid air up hills or mountains. As the air rises it cools below its dew point. There are several other ways fog can form but these are the most common.

Fog is a cloud in contact with the ground. Fog differs from other clouds only in that fog touches the surface of the Earth. The same cloud that is not fog on lower ground may be fog where it contacts higher ground such as hilltops or mountain ridges. Fog is distinct from mist only in its density. Fog is defined as cloud which reduces visibility to less than 1 km, where as mist is that which reduces visibility to less than 2 km. Meteorologically, there are various kinds of fogs, but inside one there's no difference.
