I think I have answered this previously, but will answer it again (with the same response). In a mall, or on any of its property, you must abide by the wishes of the mall owners. You have NO right to hand out flyers on private property if the mall owner decides otherwise. The same applies to any OTHER private property.
You MAY put flyers on windshields of cars parked on public property (such as street parking) unless your municipality has an ordinance against doing so.

On private property you will need to get permission from the owners - i.e. if you want to hand out fliers at the mall, you will need to ask the managers first or they can ask you to leave, possibly call the cops for trespassing. You should be able to do it at a public park with no problems. In addition, many people put fliers on cars without asking anyone. Technically you shouldn't do that, but people get away with it all the time. When in doubt, first ask the owners. There could also be local ordinances about it for public property.

The mall classifies as private property. You would have to see what the owner's policy is with solicitations. Call them about your specific situation and see if they would let you distribute your material.

Most businesses have no soliciting regulations, you could be banned from the mall or arrested for trespassing.
