I like Charlie as a nickname to Charles (which is a very strong, classic masculine name!).
William Charles sounds best to me.

It depends what kind of name you're going for.
Charlie William is a classic name, strong and manly. They're names which suit each other very well.
Whether as, Charlie Ryan kind of makes the name more modern and boyish.
Both are nice, i think Charlie Ryan flows better, but i'd go for Charlie William after your grandfather and father... it'll have more sentimental value.
