Probably. But you haven't given us much to go on. Age? How much is she "nipping?" How frequently? Daily?Alone? Does she have a drink before she goes out drinking? Blackouts? Is it interfering with her work/friends/family/self?
Look up "AA Meetings" on the Internet. You're looking for a test that says something like "How do I know if I'm an alcoholic?"
There are early stages. If you are really concerned, you can go to open meetings yourself and compare other people's experience to hers. There is also Al-Anon, which is for friends and family of alcoholics.

While you're at it, ask her why this Shiraz isn't giving me the slightest buzz? It was expensive and it's half gone and I'm on an empty stomach. Something is not right here!
