they tried to look for things that would give them a higher speed but found none that reached to where they live.. any suggestions?

unfortunately ther is not much you can do about dial up soeeds other than use a download accelerator program which helps to boost both browsing and downloading. They are not a dramatic improvement but an improvement nonetheless.

if there is no DSL available from the phone company, and no cable ethernet, then your friend might want to consider looking into a satelite connection. We had to use these in our rural area until a few years ago.

Not really, Internet can only reach him by cable, phone line or a dish. and dish is very expensive
