By how it should be handled, I mean what alternatives are there to the "and/or" construction.

Personally I would avoid using it. It's pretty awkward looking and sounding.
I'm not sure what you mean by how it should be "handled," though. Do you mean, how it should be used in a sentence, or whether it should be used?
