tried changing my internet settings didn't work. i don't know if it is a software i need or what

You may have your security settings set high. And your parental control program on. Parental controls is designed to restrict you from various websites.

its not software its your security settings, your security is set to either medium or high which makes it impossible for you to access any sites that could potentially have lude content, in internet explorer go to TOOLS, INTERNET OPTIONS, SECURITY, and PRIVACY and put all your setting to their minimal also set your restricted sites to none.

What browser are you using?
If you use IE try with Mozilla Firefox or Opera and see if the same happens.

Run your anti-virus software. If you do not have any, I recomend using AVG free edition. Just google and download that. Then run a scan
