There is a good chance that you have blown a head gasket. If the car blowing white smoke out the tailpipe? If it is, the head is cracked or the gasket is bad.
If not, have the cooling system pressure tested, to find the leaks.

I agree with a head gasket problem. Ill bet that when you put water in it, it just sprays out of the overflow container, because a head gasket leak will actually sometimes let the compression from your cylinder get forced into the water passages and blow all of your water out like a super soaker.
Check your oil for a white film, like a milkshake. And check your exhaust pipe for white smoke, like a steam cooker smokes.
I just bought a used Neon, and I had the same problem. Replaced thermostat, no help, Put water in, it drives for 2 minutes then bam, bell started ringing and temp went all the way up. I had to replace the head gasket.

A couple of questions for you, how did you clean out your radiator, did you flush it or did you get the radiator tank removed and roded out ???
With radiator flushing you are only guessing that the radiator is clean.
Sometimes it is not a good idea to remove your thermostat as it lets the water travel through the radiator too quick without getting a chance to cool down.
Check that your fan is working correctly.

Ok,,under what condition? Stop and go traffic down the highway..what.
Easiest thing. is the cooling fan for the radiator running. If I remember correctly that uses an electric fan. It MUST be on as the engine begins to get hot.or it should come on instantly with the A/C.

heat sensor in bottom of radiater,bad electric fan not kicking on,or sensor in radiator not kicking fan on.this car needs its thermostat heat/cool properly affecting,fast and slow idle speeds.o2 sensors,exhaust emissions.gas consumption all rely on proper operating temps not regulated by the thermostat,the first thing a shade tree mechanic does when he cant figure out an overheating problem is remove the thermostat.find competent mechanic.it will save you money,and longer car life.96 corsica has timing gears not belt,worn gears,jumped timing causes overheating also.not a job for a shade tree

Your vehicle has to have the themostat installed to cool properly. I was not clear if you repalced it or not. Also it needs to placed in the right direction, it is easy to put them in backwards. Have a automotive shop "pressure test the cooling system, this is the most effective way to find a leak. The black pepper thing really doesn't work either.

it sounds like you may have a blown head gasket get a block testing kit from repco or similar warm the motor remove the rad cap and carry out the test if the liquid changes colour you have exhaust gases in system which will be head gasket blown

Could be a bad radiator cap,collapsed lower radiator hose when engine is running,missing air dam below bumper,EGR could be disfunctional,low fluid level,put a new thermostate in,vacuum leak,restricted water flow in radiator.With hood up and A/C on check to see if electric fan is working.If not take it to a auto technician.

Have a shop test the electric cooling fan. It may also be a faulty fan relay, which is not energizing the fan when the engine gets hot.
