for example; I am buying a new Mother Board and I see it says Four Available PATA Connectors and Dual SATA Connectors so does that mean that the PATA = IDE?

Yes they are the same thing.

PATA= Parallel ATA (same as IDE)
SATA= Serial ATA

SATA and PATA are both IDE. They're the same thing , with different interfaces.
