A short answer is that a ghost can't be doing something that is no longer there.
Do you not see the irony in your question?
How is the water pump that is no longer there any different than a human who is no longer there (i.e the ghost)?
Sylvia Browne is a fraud. She is not some innocent true believer who thinks what she is doing is legitimate. She is an outright liar and con man. Do the research and you'll see what a pig she is.

You seem to be talking about the reportedly haunted
Toys R Us in Sunnyvale, CA.
One of the common theories about hauntings is that actions and people etc. get somehow recorded into the atmosphere.
So, the ghosts that people see aren't aware beings, it would be just like watching a videotape of your past birthday (or any other event that's recorded).
Some ghosts appear to walk through walls and some investigations have found that previously (when the said person was alive) there was once a door in that location.
Sylvia Brown has MANY books out. Which book has the photo?
I have no idea if her information on this location is correct.
I have not examined the photo or know the situation surrounding it so I also withhold comment on that.
Other people including employees have reported unusual activity at the store.

Sylvia Browne is a big fake.
She swipes stories from others.
There are two types of ghosts. "hauntings" and "repeaters." With the first, an actual soul is left behind. Stuck in this realm. That is a true haunting. The second is simply a memory so ingrained in the fabric of this earth that it "replays" - hence the term "repeater." The marching of roman soldiers is a well known repeater.
A boy seen pumping water would be a repeater.

i have heard of the haunting in the Toys R Us store in Sunnyvale, CA. I have also seen the pictures. The picture is of a man standing in the hall way of the store with a couple of people sitting down in the hall. I have a book (not Sylvia Browns) that has the documentation of that haunting. There are things in the book that would make it seem true but i would never put my final decision on the word of any psychic.

I would guess the photo is a double exposure.
That is the oldest trick in paranormal photography, it goes back the those box cameras in the 1800s.
If the figure is pumping water with a dark surounding, maybe at night with a flash, and then you take the shoot the same frame of film in toys are us, with a vey light center, viola!
It appears as if there is a translucent man pumping water in the middle of toys'r'us.
