The very fact the land you talk is a village land under the garam samaj or under the control of the village/garam panchayat any misuse of such a land should be brought in the notice of the village/garam panchayat along with the BDO of the area as he is the government official supposed to take control & supervise correct & legal use of the village/garam land. The village/garam land is for agriculture or related professions purpose given on lease to a farmer or any other professional or for purpose of their residence. This must have been the case & the person about whom you complaint is trying to acquire excessive land he has been originally allotted for his residence, this amounts to misuse the complaint regarding this has to be made to the village authorities i.e. the panchayat & the block development officer (BDO). If these authorities fail to take any legal action against these fellows you can move the court against them for getting the courts intervention in the matter.
