You would need to purchase and install a TV capture card into your computer. That will allow you to attach a cable TV cable to the card and then a program that comes with the card to display the TV picture on your monitor. The cards start in the $80 range and go up from there depending on what all extras you want.

You need to get a TV tuner.
Hauppage and ATI make good TV tuners, you can find them pretty much anywhere.
The only thing is that since monitors are high resolution, you will notice a lot of the noise that is associated with analog signals. In other words, it will not look very good unless it is either digital cable or HD cable.

First you must make sure that you have cable.
Second your computer must have a TV tuner.
( If you buy a media center PC or vista premium or ultimate then it will most likely have a TV tuner.)
Hook up the cable to your computer.
Now you can open up a program called media center
Go to the settings and set up the TV signal.
Done

OK it is not that simple you have to buy a tv tuner card and put in you computer ok here is a good one

it also all depends on what operating system you have if you have xp or vista because you have to have one that is compatable with vista almost all of them are compatable with xp
