Yes you always want to have a pap smear done a year after the teens first period. It doesn't matter if your sexually active or not. There is always the possibility of other infections one may get even if they are a virgin for example a yeast infection is easily caught by using certain soaps like zest. You may also catch a yeast infection by a previously used towel like moms or sister or brother. even by eating to much sugar. Also breast cancer can also occur to a virgin . Not just that but you also want the teen to feel comfortable getting checked so when the teen is sexually active they don't feel scared and is prepared. The Gyno or nurse may speak to them about diseases which every virgin should encounter to know what is occuring around them and the concequences

Pap smears are usually done yearly for those over 35, every two years for those 21-35, and you should at least get a baseline smear done sometime soon.
Sexual activity is a major reason to keep up with them, but EVERY woman of child bearing age should have one at least every 3 years. Cancer runs in my family...that's another huge reason to have them done, sexually active or not. You might consider having a pap smear, breast exam/mammogram, and blood work done within the next few months. You might also consider the new vaccine for women to fight cervical and uterine cancers, too. NOW is the time to get started on a lifetime of good health and taking care of yourself! :)

Typically women do not start receiving pelvic exams/pap smears until they are sexually active, or 18 years old, whichever comes first. I have never heard of a 15 year old virgin getting a pap smear, nor do I see the point of that.
