Actually any government can steal private property for the public good, with what they consider just compensation. There have been several court cases to try to limit this practice. Here local government has stolen people's homes so they could sell the land to private developers for a shopping mall. The justification was greater tax roles for the city.

E ... but on second thought, actually all of the above would be a better answer, but that is not one of the choices. Local governments take property all of the time to widen roads and establish schools and parks, but then again, so do state governments, and the federal government can also take land for nat'l parks ... so I'd argue that the real answer is not one of the possibilities, but if I had to to say one, it'd be E
