It is always a huge issue to ask "What if ... " questions in history, because it is based on too many variables. History is not made up of any one event or person, but of a long list of events and forces and people and their personalities.

But, having said all of that, if there had been the fourth kingdom, depending on who was leading it and if the emperor was a benevolent leader or not, it could have lead China into a modern standing that could not have been so easily pushed around and blackmailed by outside forces. But, it's hard to tell.
