The best way to ripen tomatoes, after they are picked, is to wrap them in newspapers and store outside of the fridge.
After picking the yellow and green peppers to ripen faster is to put them in a paper bag with an apple. The etylene gas will speed the ripening process.
However, why pick them unripened? Let them ripen on the vine or plant and get the best taste ever.
If you buy them, buy the ripened ones, they have been treated with chemicals to keep them from ripening, so that they can keep until they get to market.

put in a paper bag on the counter. never put tomatoes in the refrigerator as they will loose their flavor.
