i had a setting changed and do not know how that happened

Yes, hackers, malware and honest people can all access and modify your PC.

Fortunately, honest people need your permission when using Remote assistance type programs. But, that's not the real problem, it's only your suspicion.

If the setting change was your home page it was some type of malware so you need to run something like Ad-Aware free edition or Spy-Bot. Are you running any anti-virus program because if you aren't you probably have received a virus or a Trojan program. I used AVG Anti-virus program the free edition.

The fast answer to your question is Yes but you need to double-check your stuff before you go worrying about some hacker. Why would anyone want to hack you? Always look to your self before you look to others as the source of your problem.

That's called hacking. That would take all sorts of software and other programs only available on the black market. it's highly unlikely that you were hacked, it's more likely that your little sister or whoever got on and messed with things.
