as you say, they charge you for the rainwater that runs off your property, so you would need a big umbrella.

I lived in a rural area in Florida. Had a well and septic. I didn't pay for much at all except road maintenance. We had storm ditches so no sewage tax of any type. Property taxes were for roads and mostly stuff that was in the city. City dwellers had both sewer and water charges plus the property taxes.

no, the water company can't charge you for services or products you don't receive from them.
If you have a septic system and a private well, the only charge you incur is the electric to run the water pump. so... A collection vessel mounted in the air would provide gravity water flow and no pump or electric would be needed and you would have no charges other than pumping out the septic system if it ever clogged or filled.

You can cut the water off.
In fact... if you don't pay the bill, they'll cut it off for you.
However... in most cities, once the sewer system is under the street, they pass ordinances against use of a septic tank and leach field. And they CAN make you disconnect the septic tank from the house's plumbing.
Since appx 1/2 of your water bill is for the sewer... plan on them charging to install a sewage meter and charging for that.
Also plan on them wanting periodic sampling of you water supply to check for cholera, yellow fever and other interesting diseases. Reduction of disease is the reason public water systems use chlorine.

I have my own well/septic...we don't go through a water company at all...that is only in the city...
My husband pumps septics for a living, so it's free for me!!!
I can drink and poop for free!!! (gross)

I live in a small rural community, and the water/sewer passes by the property. although we aren't charged for usage, we are charged a small fee that is called "readiness to serve"...go figure
