Alright now that ive got your attention I have a few questions for you experts.
1-How do you get hosted when you can afford to go out and buy your own web domain but you want to be a hostee, and none of the hosts seem to answer or accept that you have to start somewhere.
2-How do you make a layout I mean how do you choose good qaulity pictures and make unique layouts?
3-How do you choose a good name that people remember and its not bad in any sense just creative.
If any one can help me that would be awesome..as you can see I am trying to become an expert as well..even though that might take a while!

1. There are plenty of hosting services out there -- some are free, but generally they put in ads, etc. If you want a "clean" page you have to pay. (You are literally renting space on a server which has a high-speed internet connection.) The price depends on how much disk space and what other features you need (Windows or Unix server, shopping cart software, etc.) I'm not up on the prices, but I think you can get a bare bones account for around $5 a month. Search "Web Hosting" and hundreds of places will come up.

2. Pictures and layout are what you want the page to look like. Don't take pictures off other websites -- that's copyright infringement. Take (or draw) your own pictures. To figure out a layout, do it on paper first. Or surf the web, and look at other people's websites and imitate their layouts. (This is probably the best way. You can even copy those pages' source code to see how they did it.)

Get a web design program (DreamWeaver or Front Page) and work with it until you know how to create the layout you want. You can view it on your own machine in your browser before uploading, so you don't actually have to start paying for server space until you're ready to upload the website.

3. I assume you mean a domain name. This is a real problem, since most of the "good" names are already taken. When you register a domain name, they'll do a search and tell you whether the name you want is available. Choose something which isn't too long, and people aren't likely to misspell (which means it should be pronounceable).

Well you are right, everyone has to start somewhere.

The problem is that most hosting companies dont have the type of support you need. You need training and that is not what support for them does. The support at a hosting company is to keep your server online not tell you how to design etc.

So. to get past this. Use online training and pick up a book or two or four or more. There are several good sites to help you learn like http://w3schools.com just do a search for HTML training or CSS training. Book wise go to your library and browse through the internet books. You will find several.

Dont expect to learn overnight. It takes years to get really good and at least a year to even get even the basics for most people.

Also download a free design/html program like nvu http://nvu.com and experiment with it. There is nothing like doing to get better at anything.

To convert HTML to JPEG, you could must use Adobe Photoshop or Macromedia Fireworks to open the HTML report after which export it once more as a JPEG. And I'm definite you'll use Macromedia Fireworks once more to transform JPEG to HTML.
