We have a 10 ft drainage / utility easement that runs the length of our back fence. My husband would like a build a retaining wall at 8 ft to bring the rest of the yard level. Are we allowed to build that type of structure in an easement?
There are retaining walls installed by the builder that run along both sides of the property and into the easement.

you can but if the city/county needs to do something to the easement, then they are going to tear down your wall

Most easements are considered "right of ways" and cannot be built on. Should you build the wall and they need access, the wall will be torn down and not rebuilt. Some easements prohibit the building of any structures.
