There are basically three types of advertisments.
1) Advertisments caused by spyware,adware on your computer. You will need to clean this up. Follow the steps here http://wiki.castlecops.com/Malware_Removal_and_Prevention:_Overview
2) Normal Advertisments (popups or banners) caused by websites you visit.
Lots of ways to deal with this.
a) Use a hosts file to block ad domains http://www.mvps.org/winhelp2002/hosts.htm
b) If you are using firefox, definitely use the free adblock
http://adblock.mozdev.org/
C) If you are using internet explorer, there isn't anything free like adblock, but the paid versions of admuncher is pretty good. If you don't want to pay, either get a web filtering proxy like Proxomitron or privoxy.
If you turn off Javascript and Java, you can kill 95% of all popups (some use CSS).
3) Messenger spam. - Not very common these days, and be easily solved by turning off the messenger service. If you don't know how, run http://www.grc.com/stm/shootthemessenger.htm

Could be spyware causing your problems
I'd reccomend these 2, run each in turn
ADAWARE fro www.lavasoftusa.com (Free personal version)
also SPYBOT S&D from www.spybot.org (Again free for home use)
Also worth having in toolbox is CCLEANER from www.ccleaner.com again a free download, and a good general windows tidyup utility.

That sounds like the behaviour of spyware and bad malware if you are refering to 'pop-ups'. Try this:

if you download mozilla firefox, this is a browser, and use it instead of explorer or whatever you use, this will stop pretty much all advertisements, it also stops viruses, an added bonus, good luck hope this helps

Download the yahoo toolbar, it gives you a pop-up-blocker which blocks alot of the pop-ups...
