Or 8950 like the 7950 Gx2? What would be the restraints to making one of those?

Like many people before him, MadTerps is misreading those numbers. Those wattage reading in the article he listed are for the ENTIRE system, not just the video card. So that 300W is the entire system at load, not JUST the video card. The fastest of the fastest 8800GTX will peak at no more than 135W. So to have four of them, that would take 540W, plus another 250W for rest of system yields a total of 790W, which is definately doable with currently sold power supplies.

As for your question, the 8950 GX2 is already in the works and yes it will be released, so you will be able to buy two of them and run quad SLI. Now why on earth you would want to spend over $1200 on this is beyond me, especially considering the GeForce 9000 series will most likely be out by the end of the year, but that is up to you.

Probably but the restraints would be the power supply. The consumption of a single 8800GTX is around 300 watts when it's running tasks. For a dual 8800GTS SLI, it's around 400 watts when running tasks. As for 8800GTX SLI, it's around 500 watts when running tasks. So if that is true then theoretically you need around 1300 watts to run a quad SLI 8800GTX because you need additional powers for fans, CPU, memory, HDD, DVD-RW, etc. The 8800GTXs are big and four of them on the board would just kill any space left for expansion cards unless nVidia makes them smaller.
