NASA, being a govt agency, is dependent on the federal budget. There are a lot of lofty goals set by Presidents and NASA directors, but in realty, budget cuts hamstring what the agency can do. Victims of budget cuts include a new planet hunting space telescope, a return to the moon mission, replacement of the aging shuttle fleet with newer cheaper vehicles, to mention a few.
It's sad but true, the advancement of space sciences is often limited by the Congressional budget, adopted by lawmakers who may not share the ambitious visions of the space community.
