I wouldn't quite call it any of these things. It is a troubled and somewhat unstable state, and has been for many years. The government is riddled with corruption. It is subject to occasional coups d'etat. Some members of the government undoubtedly support terrorists and their activities.
However, the government officially opposes terrorism and takes some actions against it. The current president Musharraf is corrupt, but he has helped to some extent in fighting terrorism. There are democratic forces within Pakistan and it has democratic institutions, when the leaders allow them to function. Pakistan is not sponsored by terrorists nor does it, as a state, sponsor terrorism. I would say that it is a state that we should support in its healthy movements toward democracy. If the former Prime Minister Benazir Bhuttho were to run for office in a free election, this would be a good development.
