I want to make icon animations like this- (on the right side, there is a "animations" link, and then click on avatar: the last airbender.) http://www.towairaito-graphics.com/0

Also, I think you have to download it to actually get pictures or something, but I did download the last episode part 3, of season 2. (This is part 3).

I have axialis iconworkshop, any tutorials on how to make animation stuff like that? Is there other programs I should use?

It's Avatar the last airbender and have the characters, Katara, Aang, Zuko, and Azula.

And then look at the right there is- Watch Putfile (HQ) And under the click on part 3.

Hmm, you dont ask for much do you lol. These are animated GIF's not ICONS. The two are different. First off, you will require something that can convert video to gif..
Try this. I havent used it myself, but it is on CNET. As always, check the resultant download with an antivirus. Then once you have converted it, you can put it into photoshop to get it to the right size, remove frames etc

For animated icons you may be able to find a copy of aniedit.exe which was an old animated icon editor that came as part of the Windows 2000 (remember that?) Resource Kit...
