Get great grades, 4.0 or above weighted. Get a great ACT or SAT score. Get great SAT II scores. Get very involved in a few extra-curricular activities (not too many, but I'm talking VERY INVOLVED, like president or captain). Do tons of community service, preferably only with a few organizations (again, get very involved). Take summer classes at a college. Focus on your interests. Play up your strengths on your application, DON'T mark your race on your Stanford app if you're white or Asian (Stanford does some affirmative action, but UCB doesn't), get to know your teachers well so you can get good letters of recommendation.
I had a high school GPA of 4.3, was the president of a club, was very involved with Irish Dancing, got a 35 on my ACT (out of 36), got SAT II scores of 740 (Lit), 690 (Math II), and 690 (Bio), took summer classes one year at Brown and the next at Stanford (both classes were in my primary field of interest - neuroscience and biology), did lots of community service with Religious education, and had good letters of recommendation. Unfortunately, I'm a part Asian, part white girl going into science; I'm pretty common. I didn't get into Stanford. Luckily, I got into UC Berkeley.

Two methods.
a) Be white or Asian - Have Sky High SAT Scores.
b) Be born Black or Hispanic. Get in via affirmative action.

Get exceptionally high marks in your courses and exams, be "well-rounded, have excellent references, have parents with tons of money.
