If it's a film clip it's a matter of editing different clips until the effect is achieved. Any film editing software (I haven't tried it with Windows Movie Maker but it may be possible with that too) will have the tools to achieve the effect.

Achieving the effect on stage live is much more difficult but still possible using misdirection.

One way I can think of:

The actor wears a large overcoat or raincoat of fairly stiff material. A dummy head is stuffed at the back of the coat, between the actor's neck and the inside of the coat. While coughing, the actor covers his face with his hands (gloves would help mask the whole face), raises his shoulders and ducks his real head inside the coat. As he does this, he pulls the dummy head from inside the coat and brings it to about waist level so that it appears that his head has fallen into his hands.

To "put the head back" he simply reverses the procedure, lifting the dummy head to "neck" level, covering it with his gloved hands. Then he quickly thrusts it back into the overcoat and lets his real head emerge.

This takes a lot of practice but is certainly achievable. Most people don't notice the apparent increase in the actor's height when his real head is inside the overcoat because their attention is focused on the "head" in the actor's hands.

Magicians do it all the time.

It's really quite simple I do it all the time when I cough. With a little practice you can even catch your head between your legs. LOL! ;-P
