Well, there is the classic "Liberty Bell March" from Monty Python's Flying Circus, which might be considered best because it's really an icon.
If you like the eighties, you would probably like the theme to the Canadian comedy legend SCTV.
But my personal favourite is the introduction to the britcom "Good Neighbors" aka "The Good Life". It is very catchy!
The "Are You Being Served?" theme is pretty good too.

1-Theme from "Greatest American Hero"
2-"Thank you for being a friend" (The Golden Girls)
3-Theme from "Mash"
4-Without Us (Family Ties)
5-Movin' on up (The Jeffersons)
6-Those were the days (All in the Family)
7-Theme from "Happy Days"
8-Theme from "Laverne and Shirley"
9-Theme from "Mork and Mindy"
10-Theme from "The King of Queens"
There are about 500 more, but it would take to long to put them down, so this is just my top ten.
