The carburator needs to be removed, taken apart, soaked in a good parts cleaner and put back together with a rebuild kit. It is an easy job but it has to be cleaned inside and out. All internal passages must be clear. Take care doing this job and it will run like new.

Is the gas old? If gas was left in the tiller over the winter without stabilizer in it then it has probably turned to varnish. Empty the tank and fill with fresh gas. If it starts with starting fluid then it is not the plug.

You missed getting the carb cleaned.
By the way, starting fluid is not a good idea. It includes either which cuase detonates with enough force to knock a hole in the top of the piston. Use a couple drops of gas instead to get it started.

using starter fluid which has Ether in it, which is highly flammable and causes a high compression in your engine is bad, but hey it is your mower,

do this,, fire it up with ether, then put your hand over the air cleaner inlet, essentially this will cause the engine to try to suck air and gas through the carburetor and may unclog it,

If you don't have water in the gas it is my best guess after doing this kind of work for 25 years that your carburetor is clogged.
Clean it and you should be good to hook.
