No- that is surely a way to cause a rift between you- especially if you haven't been going out for very long.
Never disclose how much money you have to anyone. If they know all ready- make sure they also know that you are paying a bill with it, or owe it to someone else- EVEN if you don't.
The day will surely come when you need it and they don't pay you back fast enough- then it seems like you are trying to tell them how to spend their money when they show up wearing some new, expensive thing and you still don't have the money they owe!! That always happens!!

NO! Don't let her borrow it. Something might happen, and if it did she wouldn't be able to pay for it. Plus that would be stacking the miles on your car and you would probably be the one paying for the gas. She needs to learn from her mistakes, and somehow find out how to stop spending. And no, that doesn't make you a bad boyfriend. She might be mad at first, but in the long run, it really should turn out good and learn she will learn something from it.

Yes, but I would not loan them a large amount of money. You have to consider the possibility that they won't pay it back, so you will need to forgive them, in order to keep a friend. The smaller the amount is, the easier it is to forgive.

If I had the money I would give it to them but if I needed it back then I would go ahead and let them have it probably if it wasn't going to hurt me too much to loan it. I have been on the other side needing the money and know how it feels.

Depends on how much. If i can afford to possibly never see it again but it would be nice to get it back within a reasonable time then Yes. If i can't afford to never see it again within a reasonable amount of time, then No.

If my relationship was steady, then I would. Depending on the amount of money they were looking for, it would be fine. If they needed a couple hundred on up, then I'd give them only a partial amount.
It all depends on the situations.
